Development Plan, located at 4 Berkshire Road and 22 Oakview Road, for construction of two
multi-family residential buildings with associated parking lots, driveways and landscaping. The
proposed community will consist of 136 rental apartments in two buildings (114 one-bedroom,
6 two-bedroom, and 16 three-bedroom) and will qualify as a “set-aside development” under
General Statues § 8-30g, as demonstrated on a set of plans titled, “Proposed Multi-Family
